  • Not have exhausted Tuition Assistance Program (TAP) eligibility.
  • Meet income eligibility requirements:
    • For dependent students or independent students with dependents: New York State net taxable income must not exceed $50,550.
    • For independent students without dependents: New York State net taxable income must not exceed $34,250.
  • Not be in default on a student loan guaranteed by HESC and not have any outstanding state or federal grant overpayments.

  • Obtain the APTS application form from the financial aid office of the participating institution you plan to attend.
  • Complete and submit the APTS application directly to your institution by their specified deadline.
  • Provide any required documentation, such as New York State tax returns, to verify income eligibility.
