Administered by the Alaska Commission on Postsecondary Education (ACPE), the program encourages college readiness, promotes academic rigor in high school, and helps keep talented students in Alaska for higher education and workforce development.

APS eligibility is based on completion of a rigorous Alaska high school curriculum, cumulative GPA, and qualifying standardized test scores. Students may qualify under different award levels depending on their academic performance, with higher tiers providing larger annual award amounts. The scholarship is available to students enrolling in approved Alaska universities, community colleges, and technical or vocational programs.
